Not available, or at least not available where it should be, possibly because quest chaining for this one actually works, and the quest before it (Unleash Hell) cannot be completed. Needs to be tested again once Unleash Hell is fixed. However, I can tell right now that the Skyfire ship model is a bit broken and the parachute is actually spawned, but a bit away from the model in the air (check attached screenshot). It is possible that with correct phasing the ship will actually move to that location, so hard to tell which part of all of this is a bug.

Yes, you need to complete Unleash Hell quest before, so nothing wrong there. About the other its the way that its extracted of client, nothing to do with it there.
