FS#1450 - [professions] Herbalism doesn't work in combat

Ore deposits can be mined while in combat, but herbs cannot be gathered while in combat. I've never heard about this being Blizzlike, and I also couldn't find any sources claiming this is how it should work in Legion or any other expansion for that matter. Taking damage while gathering should interrupt the gather in progress, but it should be possible to start gathering all mining and herbalism nodes while in combat (and finish the gather and successfully loot the node as long as one can avoid taking damage, for example by CCing the enemies).
